New standard input output norms announced for key pharma products

In a move aimed at boosting pharma exports and enhancing transparency in international trade, the Directorate General of Foreign Trade (DGFT) has announced the introduction of new Standard Input Output Norms (SIONs) for key pharma products- azithromycin dihydrate and ceftazidime powder.
The newly notified norms — SION A-3687, A-3688, and A-3689 provide clear specifications of import item quantities allowed against specific export products, helping exporters streamline procurement and ensure compliance with export promotion schemes.
For the export product: Azithromycin dihydrate (1 kg), import item of azithromycin amine is allowed at 0.9434 kg.
For the export product: Aldehyde C10/capric aldehyde (1 kg), import item of fatty alcohol C10 (98% purity) of 1.40 kg is allowed.
For the export product: Ceftazidime powder for formulation of solution of intramuscular and intravenous administration (1000 ml), import item of ceftazidime for injection bulk sterile of 1280 mg is allowed.
The norms are established under the authority of Paragraph 1.03 of the Foreign Trade Policy (FTP) 2023, which allows for periodic revision and notification of such standards.
Ceftazidime may be used in the management of neutropenic patients with fever that is suspected to be due to a bacterial infection. Ceftazidime may be used in the peri-operative prophylaxis of urinary tract infections for patients undergoing trans-urethral resection of the prostate (TURP).
Azithromycin dihydrate is primarily used for the treatment of respiratory, enteric and genitourinary infections and may be used instead of other macrolides for some sexually transmitted and enteric infections. It is structurally related to erythromycin.
The announcement marks an important step in facilitating ease of doing business for exporters in the pharmaceutical and specialty chemical sectors. By specifying precise input-output ratios, the DGFT aims to support efficient planning of raw material imports under duty exemption schemes, such as the (AA) Advance Authorization Scheme.
Experts note that these new norms not only reflect advancements in formulation and processing technologies but also demonstrate the government’s responsiveness to industry demands for updated trade facilitation frameworks.
Standard Input Output Norms (SION) are guidelines issued by the DGFT to define the quantity of inputs allowed for manufacturing a unit of export product. These norms are crucial for availing benefits under duty exemption schemes and ensuring that inputs are utilized efficiently and appropriately in production.
The introduction of three new SIONs under the Chemical & Allied Product Group, allows for more accurate input planning for the listed export products.
