DoP restarts efforts to develop comprehensive logistics plan for pharma and medical devices

The Department of Pharmaceuticals (DoP) has relaunched its efforts to rope in experts to study and develop a comprehensive logistics plan for pharmaceutical, active pharmaceutical ingredients (APIs), and medical devices sectors for both international and domestic markets.
The Department has once again floated a Request for Proposal (RFP) for selection of consultancy firm to conduct such a study for development of Sectoral Plan for Efficient Logistics (SPEL) in Pharmaceuticals and Medical Devices in coordination with department, asking eligible consultancy firms to submit bid before 5 pm of October 5, 2026.
"Recognizing the dynamic and complex nature of pharmaceutical and medical devices logistics—a framework encompassing the flow of all the raw materials (raw-material, in-process inventories and finished goods) —the Department of Pharmaceuticals (DoP), Ministry of Chemicals & Fertilizers, Government of India, is soliciting Request for Proposal (RFP) from shortlisted consultancy firms after inviting EOI to conduct a study on the same," said the Department.
The study aims to develop a comprehensive logistics plan for the pharmaceutical and medical devices sector (drug, API, medical devices) in India. The plan will involve mapping and analyzing the logistics value chain, including EXIM and the domestic industry.
It is expected to assess existing infrastructure facilities, logistics practices, policies, and regulatory frameworks. The study will additionally recommend interventions by the DoP and other line ministry(s) to support the future growth of the pharmaceuticals and Med-Tech industry in India, aiming to become a global leader. This will involve adopting the best global practices in logistics and making efficient use of available resources and capacities to reduce the cost of logistics, said the Department.
The consultancy firm should conduct a baseline study through exhaustive value-chain mapping, conducting primary and secondary research through surveys and interviews of stakeholders, multi-stakeholder workshops, cluster analysis, among others.
The firm should also conduct capacity and capability assessment including that of transport and multimodal infrastructure, cold-chain and warehousing, logistics services, skilled workforce and technology, and global benchmarking exercise.
It should also analyse regulatory framework, information on ease of doing business and trade facilitation, and conduct a comprehensive gap assessment and analyse the future trends. Following this, the firm should engage in development of the SPEL, including the formulation of a policy and strategy, conceiving of an infrastructure development roadmap, a plan supply-chain resilience, strategy for digital transformation, and integration of green-logistics measures and circular-economy initiatives. The firm should also develop a sectoral plan for performance framework and governance.
The timeline to prepare the SPEL is six months from the date of engagement.
It may be noted that the DoP has floated an RFP for the development of SPEL in April, this year, but soon cancelled the process in accordance with the terms and conditions of the RFP, which reserves the powers with the DoP to cancel the selection process. Any Earnest Money Deposit (EMD), or bid security submitted by the bidders will be refunded in accordance with the provisions of the RFP and applicable rules of the Government of India.
In India, the need for a comprehensive study on pharmaceutical and medical device logistics is increasingly critical due to the sectors’ rapid expansion and significant role in both domestic and international markets, said DoP while floating the RFP. The pharmaceutical and medical device industry, which are critical to the nation's health, requires robust logistical support to ensure the efficient flow of goods from manufacturers to consumers.
