Centre brings IPC under the jurisdiction of CAT to address service related grievances

The Union ministry of personnel, public grievances and pensions has notified the inclusion of Indian Pharmacopoeia Commission (IPC), Ghaziabad, under the jurisdiction of Central Administrative Tribunal (CAT), to address the service related grievances and disputes of the employees of the Commission.
The Ministry has issued a notification to add the Commission, an autonomous institution under the ministry of health and family welfare, registered as a society under the Societies Registration Act, 1860, under the CAT's jurisdiction by amending the Administrative Tribunals Act, 1985.
According to the amendment, from the date of notification, which is October 29, 2025, "the provisions of sub-section (3) of section 14 of the said Act shall apply" to the IPC. The Section 14 vests powers on the Central Government to bring autonomous bodies and organisations under the CAT's jurisdiction.
Sub-section (3) of section 14 states that the CAT shall exercise its powers in relation to recruitment and all service matters in an autonomous body or organisation notified under its jurisdiction.
With this, the employees of IPC can approach the CAT with their disputes related to service conditions and other matters. According to experts, this would help faster disposal of disputes and improve efficiency of the Commission.
The CAT has been established for adjudication of disputes and complaints with respect to recruitment and conditions of service of persons appointed to public services and posts in connection with the affairs of the Union or other authorities under the control of the government.
According to the CAT website, there are 19 Benches and 19 Circuit Benches in the Central Administrative Tribunal all over India.
"The Government of India has notified 215 organizations including Ministries and Departments of Central government, under section 14 (2) of the Administrative Tribunals Act, 1985 to bring them within the jurisdiction of the Central Administrative Tribunal, from time to time," it says.
"Since its inception in 1985, up to 30th June, 2022, about 8,82,085 cases were instituted in the Tribunal. Out of those, 8,04,272 cases have already been disposed of. That is a disposal rate of 91.18%," says the CAT website.
