The National Green Tribunal (NGT) has directed the Telangana state
government to set up a committee to study the antimicrobial resistance
in villages surrounding industrial sectors lying under the Manjeera
river basin up to Nakkavagu Lake in the state.
The committee
would comprise members from director of medical education, experts from
the fields of infectious diseases and dermatologists, who would conduct a
detailed study on anti-microbial resistance.
While disposing
off a 3 decades old case relating to pollution concerns in Patancheru
Industrial area in Sangareddy district, the southern bench of National
Green Tribunal in Chennai, not only directed the state government of
Telangana to constitute a committee comprising experts from different
fields to study the anti-bacterial resistance under the Manjeera river
basin, but it also directed the state government to establish a super
speciality hospital for treating the occupational hazards of the
villagers with 75 per cent of the expenditure to be contributed by
industries, while the remaining 25 per cent share of expenditure would
be borne by the state.
However, surprisingly, the bench rejected
the allegation that the industries were responsible for causing the
anti-microbial resistance because of industrial effluents. The bench
passed this order on a batch of petitions filed over pollution in
Patancheru area on the outskirts of Hyderabad. It also created
Patancheru-Bollaram Environment Relief Fund contributed by the
industries in the industrial hub.
Further, the bench directed
the state to file status report once in six months, commencing on 26th
April, 2018 before the registry of NGT, Chennai. It also permitted the
state pollution control board to consider the application for expansion
of the industry provided it satisfies that the expansion is for public
god and it deposits one per cent of its annual turnover of the previous
year for consideration of its application for expansion.
Besides,
the bench directed the Hyderabad Metropolitan Water Supply and Sewerage
Board to continue to provide potable water to all the villages in the
area till the lakes are remedied. The bench discharged the Jeedimetla
industrial Effluent Treatment plant from the matter and directed the
board to monitor its activities.
