The Union Ministry of Ayush has made amendments to its earlier notification to add a representative from Maharashtra to the Advisory Council for Indian Systems of Medicine, constituted in September, 2021. It has also replaced the member in the council representing Delhi, through its latest notification.

The latest amendment to the notification has inserted the State of Maharashtra as the ninth State to have its representation in the Advisory Council, constituted by the Ministry in 2021 to advise the National Commission for Indian System of Medicine (NCISM).

Initially, through the notification on September 22, 2021 while constituting the Council, the Ministry has assigned one representative each from the states of Andhra Pradesh, Haryana, Punjab, Himachal Pradesh, Madhya Pradesh, Punjab, Rajasthan.

Later, through an amendment to the notification on August 9, 2023, representatives from the States of Jharkhand, and Uttar Pradesh were also added to the Council.

Through a latest amendment dated May 19, 2025, the Ministry has added Dr. Milind Babarao, Dean faculty of Ayurveda and Unani, Maharashtra University Health Science, Nashik as the member from Maharashtra to the Council.

Besides, it also appointed Dr. M.B. Gaur, director, Principal Ch. Brahm Prakash Ayurveda Charak Sansthan, as the nominee from the Union Territory (UT) of Delhi. In 2021, the Ministry had appointed Prof. M.A. Jafri, vice-chancellor, Jamia Hamdard University, New Delhi, as the UT's representative.

The chairperson of the NCISM is the ex officio chairperson of the Council, with all the members of the NCISM acting as the ex officio members, apart from the nominees from the nine States, nominee from the UT of Delhi, and two nominees of the State Medical Councils of the Indian Systems of Medicine.

While initially there was only one nominee of the State Medical Council - Board of Indian Medicine, Rajasthan - the amendment in 2023 added the Madhya Pradesh Ayurveda, Unani and Naturopathy Board, Bhopal, to this list.

The other members of the Council include the chairman of the University Grants Commission, director of the National Assessment and Accreditation Council, and the directors of IITs in Delhi and Guwahati, director of Indian Institute of Management, Kozhikode, and the director of Indian Institute of Science, Bengaluru.

The amendment in 2023 also added a provision through which the tenure of the Nominees of the States and UTs, and the nominees of the State Medical Councils shall continue as long as they hold the substantive post in the office by the virtue of which they have been nominated as Member of the Advisory Council for Indian System of Medicine or four years, whichever is earlier or until further orders.

The NCISM was constituted following the notification of the National Commission for Indian System of Medicine Act, 2020. The Advisory Council, according to the Act, shall be the primary platform through which the States and Union territories may put forth their views and concerns before the Commission and help in shaping the overall agenda, policy and action relating to medical education, training, research and development.

It shall also advise the Commission on measures to determine and maintain, and to coordinate maintenance of, the minimum standards in all matters relating to medical education, training, research and development. It shall advise the Commission on measures to enhance equitable access to medical education. It shall meet at least twice a year, it added.
