The Karnataka government has raised the fee for non statutory services by as much as 900 per cent for 11 certificates with immediate effect. The certificates for which the state government has raised the fees include Good Manufacturing Practice, Performance Certificate, Certificate of Pharmaceutical Product (CoPP), Manufacturing and Marketing Certificate, Market Standing Certificate, No Conviction Certificate, WHO-GMP certificate, Essential Certificate and Registration Certificate. The certificates are mandatory for the pharmaceutical and biotechnology manufacturers and exporters in the state, besides for services in pharmacy trade covering the druggists and chemists.

The hike in fee according to the government has come in after around 18 years. There have been extensive deliberations since 2017 to go in for an increase in fees for these non statutory services.

The CoPP for product wise for one or two years which was earlier at Rs. 500 is now costing Rs. 5,000 which is a 900 percentage increase. The exporters have to pay Rs. 4,500 extra. Every additional copy of the same which was priced at Rs. 100 now is priced at Rs. 2,500. Here there is an increase of Rs. 2,400.

In the case of Free Sale Certificate up to 10 products for one year was Rs. 250 and now it is Rs. 2,500 which is a 920 per cent increase. The additional copy was at Rs. 50 and this has increased to Rs. 1,000. Here they will need to pay Rs. 950 more.

Similarly, Good Manufacturing Practices tender form for one year was costing Rs. 250 and now the new levy is Rs. 1,250. The percentage increase here is 400 per cent and industry has to pay Rs. 1,000. For the additional copy, so long the industry paid Rs. 50 and now they will have to shell out Rs. 500 which is a 900 per cent increase.

The WHO GMP export certificate sees a clear 900 per cent increase. Earlier it was Rs. 500 and now the new levy is Rs. 5,000. For additional copy in the past was Rs. 100 and now it is Rs. 2,500.

For the Performance certificate for one year tender form was priced at Rs. 250 and now it is at Rs. 1,250 which is a 400 per cent increase as companies will have to pay Rs. 1000 more. For an additional copy, it was earlier available at Rs. 50 and now it is at 500. Companies will have to pay Rs. 450 more or 900 per cent more.

The manufacturing and marketing certificate for one year was priced at Rs. Rs. 250 and now industry has to pay Rs. 1,250. In the case of an additional copy, the increase is now Rs. 450. Earlier it was Rs. 50 and now it is Rs. 500.

For the Market Standing certificate, sees an increase of Rs. 2,000. Earlier this was Rs. 250 and now it is Rs. 2,500. The additional copy was Rs. 50 and now it is Rs. 1,000. Companies have to pay Rs. 950 more.

For the pharmacy trade the no conviction certificate was Rs. 250 and now it is Rs. 1,250. There is a clear Rs. 1,000 increase. An additional copy of the same in the past was Rs. 50 and now it is Rs. 500.

Similarly Essential certificate was Rs. 250 and now it is Rs. 1,250. An additional copy is increased to Rs. 500 from Rs. 50. The registration certificate too was prices at Rs. 1,000 in the past and now it is Rs. 2,500.

According to Karnataka drugs controller (in-charge) Amaresh Tumbagi, the increase in fee for non statutory services for pharma is much wanted going by the current developments in the sector.
