In a move to safeguard India’s domestic industry, the Directorate General of Trade Remedies (DGTR) has scheduled an oral hearing in its ongoing sunset review anti-dumping investigation concerning the import of Toluene Di-Isocyanate (TDI) from the European Union (EU) and Saudi Arabia.
The hearing is set to take place at 3:00 PM IST on April 30, 2025, at the DGTR conference hall, located on the 4th Floor of the Jeevan Tara Building, Parliament Street, New Delhi. Participants will also have the option to join the session via digital video conferencing (DVC), ensuring wider and more flexible participation from global stakeholders.
The case, registered as AD (SSR) - 05/2024, follows the expiration of previously imposed duties and aims to assess whether the continuation of anti-dumping measures is necessary.
TDI is a crucial industrial chemical used in the manufacture of polyurethane foams, coatings, adhesives, and sealants. While widely used, it is also recognized for causing occupational asthma and respiratory issues, making its trade and regulation a significant industrial and health concern.
As per the DGTR, the review has been launched based on an application by Gujarat Narmada Valley Fertilizers and Chemicals Limited (GNFC), the sole domestic producer of TDI in India. The applicant has argued that the imported TDI from the subject countries is being dumped at prices that cause injury to the domestic industry.
The current investigation is part of a sunset review, initiated to assess whether the expiry of existing anti-dumping duties could lead to continued or recurring dumping and injury to the domestic industry.
Interested parties must register their intent to participate by April 28, 2025. Details required include organization name, contact numbers, legal representative’s name, and preferred mode of attendance. The list of registered interested parties can be accessed on DGTR’s official site.
All participants are mandated to submit written submissions (both confidential and non-confidential versions) post-hearing and are expected to file rejoinders if necessary.
Submissions must be directed to Primary Emails: dd19-dgtr@gov.in, dd18-dgtr@gov.in and CC To: adv11-dgtr@gov.in, consultant-dgtr@nic.in. Technical support for online participation is available through Asif at +91-9509079786.
This review is pivotal in determining whether India should continue imposing duties to counteract unfair trade practices or allow market forces to dictate TDI import dynamics. The outcome could impact pricing, availability, and competitiveness.
