Fresh oral hearing announced in anti-dumping probe on TDI imports from EU and Saudi Arabia

The Directorate General of Trade Remedies (DGTR), under the ministry of commerce & industry, has announced a fresh oral hearing in the ongoing sunset review of anti-dumping duties on toluene diisocyanate (TDI) imported from the European Union and Saudi Arabia. This hearing, scheduled for June 13, 2025, at 5:00 PM IST, will be conducted exclusively via Digital Video Conferencing (DVC).
TDI is primarily used in the production of polyurethane foams, elastomers, coatings, and adhesives. These materials find applications in pharmaceutical manufacturing, including the production of packaging materials for medicines, such as flexible foams for cushioning and protection during shipping and storage.
Due to its potential health effects, including respiratory irritation, sensitization, and asthma, TDI is used with caution in industrial settings. It's important to follow safety guidelines when handling and working with TDI to minimize exposure and potential health risks.
The move follows a change in the Designated Authority handling the case, prompting the need to reschedule the oral hearing to ensure procedural transparency and continuity. The sunset review investigation was originally initiated on December 30, 2024, under the Customs Tariff (Identification, Assessment and Collection of Anti-dumping duty on Dumped Articles and for Determination of Injury) Rules, 1995.
Interested parties already registered in the investigation and wishing to participate in the oral hearing must submit their details—name, organization/company, email, contact number, and legal representative’s information if applicable—no later than June 11, 2025. The hearing provides stakeholders with the opportunity to present relevant information, which must later be reproduced in writing in accordance with Rule 6(6) of the AD Rules to be considered.
All participants must submit their written submissions and rejoinders (both confidential and non-confidential versions) by the deadline that will be communicated at the end of the oral hearing. The DGTR is responsible for recommending appropriate remedial measures to counteract the adverse impact of dumped imports on domestic industries.
