Ayushexcil now authorized to issue Certificates of Origin (Non-Preferential) to boost Ayush exports

In a significant move to streamline and empower the export ecosystem of India’s traditional medicine sector, the ministry of commerce and industry, through the Directorate General of Foreign Trade (DGFT), has officially authorized the Ayush Export Promotion Council (Ayushexcil) to issue Certificates of Origin (Non-Preferential) under Appendix 2E of the Foreign Trade Policy (FTP) 2023.
The authorization grants Ayushexcil the legal power to issue crucial export documentation that certifies the origin of goods not covered under preferential trade agreements. This step is set to enhance ease of doing business, particularly for Ayush product exporters, by providing sector-specific guidance and certification services.
Ayushexcil has been added at Serial No. 19 (Delhi) in the updated Appendix 2E of FTP 2023, which lists all authorized agencies for issuing non-preferential Certificates of Origin.
The inclusion of Ayushexcil in the official list is a strategic advancement in supporting India's booming Ayush sector. The move facilitates export documentation for Ayush businesses, reduces dependency on unrelated export promotion councils and accelerates international trade compliance for Ayurvedic, Yoga, Unani, Siddha, and Homoeopathy (Ayush) products.
“With immediate effect, Ayushexcil is empowered to issue non-preferential certificates of origin under FTP 2023. This is an important milestone for promoting traditional Indian wellness systems globally,” said DGFT.
This decision aligns with the government’s broader vision of “Make in India, Trade with the World”, especially in sectors where India has natural and cultural strengths. It also supports the larger objective of increasing the global footprint of Indian Ayush products, which have witnessed rising demand post-pandemic.
For exporters seeking certification, Ayushexcil will now serve as a sector-specialized single-window authority, enhancing procedural efficiency and industry-specific compliance.
A non-preferential certificate of origin confirms the country of origin of goods but doesn't grant any special tariff treatment or other advantages. It essentially verifies the origin of goods for purposes like determining applicable tariffs, quotas, or other trade regulations, and not for preferential trade agreements. These certificates are often used to implement trade policy measures like anti-dumping duties or quotas.
